Wind Revolution

Wind energy is the fastest growing area of power generation in the world. It's renewable, meaning we use it but we don't use it up. Wind power is also one of the cleanest sources of energy, conserving natural resources from water to natural gas to coal.

PacifiCorp Power Marketing, Inc. (PPM) has found ways to make this clean and green power source as dependable and affordable as any other form of energy, starting from a platform with the Stateline Energy Center.

Stateline Energy Center

Deep in the Columbia River Gorge along Washington-Oregon border, the Stateline Energy Center advances wind farms from the modest generation capabilities of the '90s to the robust power supply of the new millenium.

At its current 263-megawatt capacity, Stateline generates enough electricity to power up some 60,000 households, making it the largest single wind plant in the West. PPM owns the entire output of the plant for marketing to Western wholesale customers.

With the economies of scale provided by large-scale wind plants like Stateline, significant advances in turbine design and efficiency, and PPM's skill in arranging firming, shaping, and delivery to customers, even when the wind isn't blowing, environmentally responsible wind power now is cost competitive with any new resource on the market.

Customers

Customers respond as one would expect when the most environmentally responsible form of electricity costs about the same as other forms of energy.

First, PPM signed a 20-year wind power supply contract with Seattle City Light, the municipal utility for Seattle. Seattle City Light started taking delivery of 50 megawatts of clean wind energy in January 2002, which will double to 100 megawatts in August 2002, then 150 megawatts in January 2004 and up to 175 megawatts in August 2004.

Next, PPM and the Bonneville Power Administration (BPA) announced the federal power agency's largest renewable energy contract in BPA's history. The 90-megawatts of wind power supplied to BPA by PPM will power about 18,000 Northwest homes for the next 25 years.

PPM continues to market clean, renewable wind energy to wholesale customers including both public and private power companies and load aggregators. And customers want more. So PPM is actively pursuing additional renewable power generation opportunities throughout the West. Bringing on new wind plants draws on nearly all aspects of PPM's strengths in the development chain, including deal structuring, site identification and evaluation and project management. PPM's aim is to rapidly build its renewable energy platform on its recent successes such as Stateline.

Peaceful Coexistence Wind energy farms live easily in the company of its neighbors. Located principally on private farmland, royalties paid to landowners provide extra farm income while leaving the land beneath available for crops or grazing. At Stateline, construction provided an average of 150 (and as many as 350 at peak) jobs over its 12-month construction period. Also welcome in the rural economy is the lasting boost to local services and schools from the property tax revenues provided by the plant's significant capital investment.

Fewer Ruffled Feathers Stateline has also found innovate ways to address — to the satisfaction of public and private interests alike — issues associated with birds. Unlike the lattice structures of older wind turbines, Stateline employs smooth tubular steel towers to discourage perching. Slower-turning blades are also easier for birds to avoid. Larger turbines are spread across more of the landscape, creating fewer obstacles for birds. Following extensive studies, Stateline has been deemed acceptable for migrating birds by biologists from state and federal wildlife agencies, project representatives, the Blue Mountain Audubon Society and landowners.
